The Sangguniang Bayan on its role in the development of the municipality provides the necessary legislative measures to implement the plans and programs of the Chief Executive. It is an active collegial partner of the municipal mayor in the development trust of the municipality. Resolutions and ordinances are enacted on time as requested by the mayor. Special sessions will be conducted if necessary to cope-up the urgency of legislation.

Based on the LGPMS conducted by the DILG during the previous administration, the SB has yet to enact basis codes which necessary in the development of the municipality. However, under the present administration , this deficiency has bee addressed to.

It has already created an oversight committee to look into the status of enforcement ordinances and resolution approved.

The SB Session Hall then lacked equipment that facilitates the conduct of session and hearing . In the 3-year programming, however this need is being looked into the hope that before the current term ends, the session hall will be equipped with the needed equipment.

Clients of the LGU were not then properly guided on where to transact business in the different offices of the Municipal Hall. Today, an information officer has been assigned to assist the clients not to mention the citizen’s charter which is already due for display in every office.

The people not then aware on the income and expenditures of the municipal government. More so, the constituents were not aware on the programs and projects implemented . Currently, initial steps have already been done in order to publish the income and expenditures, the projects and programs of the LGU.

There is no news paper in general circulation in the municipality which could be tapped to inform the people. The only media available is the local Cable TV Station. However, with the Provincial Newspapering, the LGU will already be able to advertise its resources, events and other important undertakings beginning this year.

CSOs lack involvement in planning and implementation of plans, programs and activities of the municiplality, Many of the CSOs became inactive because od their internal organizational problems. They don’t have activities that could sustain their existence. But, with the designation of a CSO coordinator, the LGU will ne able to activate and tap these organizations they being stakeholders for development.
